Liquid Waste Haulers

Monterey One Water has a designated Liquid Waste Receiving Facility for the discharge of hauled or trucked liquid wastes. Discharges are often concentrated, potentially having a negative impact on the treatment plant operations or causing pass through if discharged directly into M1W's headwords intake. Discharge at M1W's Liquid Waste Receiving Facility is accepted under strict requirements (pH, toxicity, etc.) so the collected liquid wastes can be slowly filtered into the influent waste stream, preventing treatment works upset.

To manage the discharge requirements, M1W only accepts liquid waste from permitted haulers.  Accepted sources include: chemical toilets; septage; restaurant grease; biocell (oily waste); certain special wastes (storm drain pump outs; corn starch dye; wine waste; vegetable waste: artichoke and grape pulp); and salt brine solutions. Submission of a completed M1W liquid waste manifest is required to document the discharge of any load.

How to Become a Permitted Hauler

To become a permitted liquid waste hauler, please download, complete, and return the M1W Liquid Waste Hauler Permit Application packet. You will also need to provide M1W with the following information:

  • New Hauler Permit Application, Signed and Certified
  • Certificate of Worker's Compensation Insurance, or M1W Worker's Compensation Insurance Declination Form
  • Certificate of Automobile Insurance, M1W listed as additional insured at:

  • Certificate of General Liability Insurance, M1W listed as additional insured at:

  • Completed Truck List in Microsoft Excel Format
    Note: Vehicles not listed on this truck list will be turned away without the ability to discharge until they are added to the permit.

Following review and approval of the submitted documents, M1W will issue a permit number unique to your business. This number is non-transferrable. You should affix the permit number in 4-inch, contrasting lettering to both sides of each vehicle listed in your permit.  You should also affix the permit sticker issued by Monterey County Health Department as part of your vehicle inspection to the front windshield.  Trucks without a valid Monterey County permit sticker will be turned away without discharging until such a time that the sticker is properly displayed.

At this time, you should place two checks on deposit ($200 permit fee and $1,000 binder fee), payable to M1W at our Administration Building via hand delivery, courier, or regular mail at:

Subsequently, M1W will schedule a time to complete a visual inspection of each of the permitted vehicle(s), sequentially or all at once, to ensure compliance with all M1W requirements.  At this point, our staff will also lead you through discharge operations.
