The sewer capacity charge is a charge assessed for all new or increased connections to cover a portion of the capital costs related to wastewater transmission, treatment, and disposal. This charge helps to cover costs related to providing and maintaining excess capacity currently available within the Regional System.

Commencing with Fiscal Year 2001/2002, annual Capacity Charges (connection fees) shall be increased on the first day of the fiscal year by the same percent as the annual change in the December Construction Cost Index (CCI) for San Francisco of the prior year, as published in the Engineering News Record.

The charge is based on equivalent dwelling units (EDUs). The current sewer capacity fee for each ERU is $3,505.50.

The charge is assessed to the applicant/property owner and is due and payable at the time of application for the sewer capacity charge permit. Applicants must obtain a sewer capacity permit before receiving a building permit.

Any sewer capacity charge permit obtained will expire 12 months after the date of issuance or upon expiration of the building permit for that project, whichever occurs first. If a sewer capacity charge permit expires, the permit charge, less a $50.00 handling charge, will be refunded to the party who paid the charge.
All user fees and charges must be paid current on all parcels owned by the owner/applicant in order to obtain a sewer capacity permit.

The date the project receives a final completion notice (unless occupancy occurs prior to that date) will be the date used for the first billing of the Agency's regular bimonthly user charge.

DEMOLITION CREDITS: Credit for demolition will be given using the charge in effect at the time of payment. Only buildings demolished after July 1, 1977, will receive the credit. Users receiving credit for existing facilities are required to furnish the Agency with a copy of the demolition permit or other confirmation from the city.
